The following invalid testcase triggers an ICE on mainline:

template<typename> struct A;

template<typename... T> struct A<T*>
{
  struct B;
};

A<void*> a;

bug.cc:3: error: parameter packs not expanded with `...':
bug.cc:3: note:         'T'
bug.cc:4: error: parameter packs not expanded with `...':
bug.cc:4: note:         'T'
bug.cc: In instantiation of 'A<void*>':
bug.cc:8:   instantiated from here
bug.cc:5: error: type/value mismatch at argument 1 in template parameter list
for 'template<class ... T> struct A<T*>::B'
bug.cc:5: error:   expected a type, got '<expression error>'
bug.cc:5: internal compiler error: tree check: expected class 'type', have
'exceptional' (error_mark) in tsubst_decl, at cp/pt.c:8091
Please submit a full bug report, [etc.]

Replacing "A<T*>" by "A<T*...>" triggers the following ICE:

bug.cc:4: error: cannot expand 'T* ...' into a fixed-length argument list
bug.cc:9: internal compiler error: in unify, at cp/pt.c:12975
