However, if I use the alternative syntax with PR, I get two links and the
comment links to the current bug: PR 45170 comment 5

The current plan according to Frédéric is to defer it until Bugzilla 4.2,
which should allow this feature without hacks - rather than introducing further
hacks.
(See attachments to PR 43011 for the currently required patches.)
