bugzilla did not sending out emails for some new bugs until someone
replies to them. See

For PR 46669 THREE DAYS passed without an email being sent for the initial bug,
then finally a "New:" email was sent when Paolo responded to it.

If bugs are not sent to the gcc-bugs list then they will be missed and will go
unanswered until/unless someone searches for unconfirmed bugs

I haven't seen any failing to arrive entirely, but I only monitor c++ bugs

my mails to the gcc, libstdc++, gcc-help and gcc-patches lists show up in the
archives almost immediately, so the delays seem to be specific to mails to
gcc-bugs generated by bugzilla

I just made a few changes to some bugs a few minutes ago, and gcc-bugs already
got them. Looks like this was a temporary problem.

The problem comes and goes, but does seem better recently.  I'll keep an eye on
it.
