As of revision 184927, i686-pc-msdosdjgpp still fails;
i686-interix3 - configured with --enable-obsolete - succeeds building cc1.

Adding lines like

#undef ASM_DECLARE_FUNCTION_NAME
#define ASM_DECLARE_FUNCTION_NAME(FILE, NAME, DECL)                     \
  do {                                                                  \
    ASM_OUTPUT_FUNCTION_LABEL (FILE, NAME, DECL);                       \
  } while (0)

to gcc/config/i386/djgpp.h should fix that for DJGPP target
