Toplevel allows overriding CC, GNATMAKE, GNATBIND, but gnattools/Makefile ignores GNATMAKE and GNATBIND, using the tools from PATH instead (which may be the wrong version). GNATLINK needs to be overridable as well, and there is a suspicious use of gnatls.
