Yes, I'm sure, because

test -n "${with_target_subdir}"

is true exactly when libbacktrace is being built as a target library.  That
test will not be true when libbacktrace is being built as a host library.  And
the failure you are reporting is with building libbacktrace in stage 1, when it
is being built as a host library.
