FWIW, for  this particular test case, almost all registers end up in
the set. I'm not sure why.  And since there are NUM_MACHINE_MODES bits
per register (NUM_MACHINE_MODES==87 on x86) the supposed-to-be sparse
bitmaps are huge (>100,000 bitmap_elements).

I have a fix proper for this problem in testing.
