C++11 Standard says follow:

20.7.2.1 p2
bad_weak_ptr() noexcept;
Postconditions: what() returns "bad_weak_ptr"

But, libstdc++'s bad_weak_ptr::what() return "std::bad_weak_ptr".
"std::" is unnecessary.
