I am seeing the same behavior building gcc 4.8.0 locally using the following
options to ./configure:

--enable-languages=c,c++ \
--enable-bootstrap \
--enable-lto \
--enable-threads=posix \
--disable-checking \
--enable-long-long \

--enable-clocale=generic \
--disable-multilib \
