The node about "Options to Control Diagnostic Messages Formatting" seems to be
named "Language Independent Options" (or something is wrong with the structure
of Texinfo doc in there).

See http://gcc.gnu.org/onlinedocs/gcc/Warning-Options.html and look at the
title of the page.  Of course the TOC is wrong etc.

(And FWIW, there appears to be no appropriate "Component" in the bug tracker
for documentation issues).

The URL should be
http://gcc.gnu.org/onlinedocs/gcc/Language-Independent-Options.html

Because documentation bugs should be assigned to the relevant component so the
relevant maintainers can fix it, e.g. libstdc++ docs bugs get assigned to
libstdc++. There's a documentation keyword instead.
