Log:
    PR sanitizer/60142
    * final.c (SEEN_BB): Remove.
    (SEEN_NOTE, SEEN_EMITTED): Renumber.
    (final_scan_insn): Don't force_source_line on second
    NOTE_INSN_BASIC_BLOCK.
