I guess this is a feature request, the following code :
> cat bug.f90
SUBROUTINE TEST(j)
INTEGER :: i,j
i=1
j=0
END SUBROUTINE
does not produce a warning for i being an 'unused-but-set-variable'
> gfortran -c -Wunused-but-set-variable bug.f90
