So for this sample tmpl has 2 arguments, but in fact it has just 1. Not sure where we add this additional argument. We see for the template-decl 'template <class T> template <class>' ... By allowing args being less then expected template arguments, issue is fixed. But in fact we should check template-params - (is_static ? 1 : 0) ... or something like this.
