Confirmed from 4.6.4 (deferred length was not implemented in 4.5) up to trunk
(5.0). If I replace 'CHARACTER(:)' with 'CHARACTER(*)', I get two errors:

   FUNCTION tostring(arg)
  1
Error: Character-valued module procedure 'tostring' at (1) must not be assumed
length
pr64324_db.f90:7:2: Error: User operator procedure 'tostring' at (1) cannot be
assumed character length
