mipsel-linux-uclibc config file for buildroot

Hi, 

I create a mips toolchain 4.9.2 with the config file in attachment. 

For the gcc in result, I try to configure the iconv, but the pc freeze on the
log "checking whether the C compiler works"

Do you have some advice ?
