When GCC is configured with --without-system-zlib, cc1 is still
linked with system zlib due to

[AS_HELP_STRING([--with-system-zlib], [use installed libz])],

in gcc/configure.ac.

if test x$with_system_zlib = xyes ; then
fi

is missing.
