I don't know where initialized DECL_COMMON could come from, but this spot certainly isn't the only one that is counting with that, e.g. when deciding what section to use comm_section is used only if it is bbs_initializer_p, etc. At least for GCC 5, I'd strongly prefer small provably correct changes at this point.
