Fixed in trunk gcc with a recent ISL-0.15 that has compute out functions.
$ time gcc -m32 -O2 -floop-interchange minified.i -S
real 0m0.129s

$ time gcc -m32 -O2 -floop-interchange preprocessed.i -S
real 0m1.678s
