You should edit
/home/ccx/test2/SDK_CPU_HCC/build/hcc_arm64be/../../open_source/hcc_arm64be_build_src/gcc-7.3.0/gcc/doc/tm.texi.in
rather than
/home/ccx/test2/SDK_CPU_HCC/build/hcc_arm64be/../../open_source/hcc_arm64be_build_src/gcc-7.3.0/gcc/doc/tm.texi
.
