Fortran: fix corner case of IBITS intrinsic [PR108937]

* trans-intrinsic.c (gfc_conv_intrinsic_ibits): Handle corner case
LEN argument of IBITS equal to BITSIZE(I).

* gfortran.dg/ibits_2.f90: New test.
