LoongArch: Fix MUSL_DYNAMIC_LINKER
The system based on musl has no '/lib64', so change it.

"Multilib/multi-arch" section of this introduces it.

* config/loongarch/gnu-user.h (MUSL_DYNAMIC_LINKER): Redefine.
