You've downloaded a source distribution of GCC. You can't build it
without an existing compiler installed on the system - which you don't
appear to have.

Download a binary distribution of GCC for Cygwin from the Cygwin setup.
I'd be surprised if you couldn't get GCC 3.0.3 that way, but if you
can't then you can use the binary compiler to build and install the GCC
3.0.3 source.

Dear Sir
WHen I try to install the C complier using gcc3.0.3. I got the following 
error message:
>~/gcc303/configure
>onfiguring for a i686-pc-cygwin host.

    target-libffi target-boehm-gc target-zlib target-libjava
   (Any other directories should still work fine.)
>reated "Makefile" in /home/Administrator/gcc303/qnw using "mh-frag"

  Would you please give me some help on how to set set the environment 
variable CC to a working compiler. SHould I type a command, or add sth to a 
specific file


  Here is what I did.
1. I am using window 2000 and have download gcc3.0.3.
2. I have installed Cygwin
3. In the I put my Gcc3.0.3 at ~/home/administrator/gcc303
4. I have creat an obj directory   ~/home/administrator/gcc303/qnw
5. In the gcc303 directory I typed >~/gcc303/configure. The above message 
showed up.
