Has anyone experimented with building gcc by putting the PPL and
CLooG-PPL library sources in the gcc tree as can be done with gmp,
mpfr, and mpc?

Yes. The last I tried, they were not handled as gmp/mpfr/mpc in that
they still required --with options (whereas the other three do not;
the dirs only need be present)
