Hi David
I can heartily recommend the MinGW compiler and minsys environment for
working with gcc based projects under windows. I find it much faster & less
resource hungry than the cygwin based equivalent.

I have already compiled gcc 3.2.1 for an arm target for use with my own GBA
projects if it may be useful to you. This can be found here

I haven't yet got around to producing docs for this or included specific
linkscript/crt0
I use minsys for the 'nix tools, rm, make etc so I recommend installing
that. Unzip the file from my site to either the root of your drive or to the
msys directory. You will need to provide a linkscript & crt0 for your
project though.
