I was able to get around it by following what the MSYS2/MinGW-w64 folks do (using a MSYS2 shell). Look at this repo https://github.com/msys2/MINGW-packages and search for the GCC subsdirectry. In there you will find all sorts of good stuff and patches to apply. Follow that build script setup as closely as possible and the problems with cc1/as/etc... not being found should be cleared up. Also of note - the MinGW-w64 people run configure with --disable-bootstrap.
