The build output says:
make[6]: Entering directory
'/strikr/infra/build/gcc/x86_64-pc-linux-gnu/libstdc++-v3/src/debug/libbacktrace'

And the header is not present in that directory.

It looks like I didn't test the combination of
--enable-libstdcxx-debug and --enable-libstdcxx-backtrace
