I logged into Bugzilla in order to change a weak password, but when I click
on "Preferences", I see a page that only has a rectangle, with no option to
change my password or any other profile settings.

I tried this on two different browsers.

Is there another method I can use to change my password?

Yes, there's a problem with bugzilla user preferences right now:

Logout and use the "forgot password" link in the top menu, then the
"reset password" button.
