Noone will mail it to you (especially because you haven't said what type of computer you need it for) but you can download GCC for yourself, see http://gcc.gnu.org/install/binaries.html There are lots of IDEs to choose from, depeding on which languages and environments you intend to use, but you will not get them from here.
