You probably downloaded GCC from wrong sources.
Here is my Canadian build of GCC 13. (Need administrator privilege to decompress it)
trcrsired/mingw-gcc (github.com)<https://github.com/trcrsired/mingw-gcc>
Then set bin to %PATH%
