Is there a target that would allow me to use the profile-generating
gcc/libstdc++ to compile arbitrary code, and then continue the
profiledbootstrap, so as to speed up GCC for a specific codebase?

Also, is it possible to get a profile-optimized crosscompiler?

This was something I looked into while working for a large client in 2008,
but maybe someone has done work in this area since then?

I would settle for being able to specify a testsuite whose compilation and
runtime would seed the profie, like C++11, as just doing a
profiledbootstrap with-CXX, while showing an improvement on compiling a
C++ codebase, isn't giving the boost I was hoping for.
