Not sure what is causing this on a Linux armv7 32-bit machine but I have
libc6-dev installed and that provides :

# ls -lapb /usr/include/arm-linux-gnueabihf/bits/libc-header-start.h

This is a reasonable little Debian machine :

root@io:~# uname -a
Linux io 4.4.194 #52 SMP Tue Oct 26 08:35:58 UTC 2021 armv7l GNU/Linux
root@io:~#
root@io:~# cat /etc/debian_version
10.10
root@io:~#

Nothing fancy here.

Configure stage is fine regardless if I try to specify --build and
target and host or not.

For example :

Normally GCC won't search /usr/include/{multiarch directory} for
headers.  So if you want to bootstrap GCC on a distro with such a
directory you'll need --enable-multiarch.

But this is not a standard header location, so GCC won't look there.

You need to use --enable-multiarch to use the Debian MultiArch directory
layout.

Yep. That would be what my brain was pondering. Regardless the little
armv7l unit here seems to be happily churning away on a bootstrap.
Should have a result in a few days. :\

Generally multiarch directory names are encoded in gcc/config/{arch}/t-
linux* files and they have not to be exactly same as --target.

Try:

    /opt/bw/build/gcc-12.1.0_debian_10_armv7l_imed.004/./gcc/xgcc -print-multiarch

This command will print the multiarch directory name.  And you can
compare it with "arm-linux-gnueabihf" to see what's happening.

I have gone both directions and used the sources for those in tree as
well as included and it seems to have nothing at all to do with the real
problem.

I think my mail server has gone into full rogue mode with spamassassin
  and that is the issue.
