If I look at this ... RHL mostly stands for RedHat Linux.

All the branches in the CVS repository are (supposed to be) documented
here:
http://gcc.gnu.org/cvs.html
As Frank said, the rhl branches are releases used on Red Hat
GNU/Linux.
