PATCH: Enable _Decimal32 tests in gcc.dg/dfp/fe-convert-2.c

Hi Ben, Janis,

As we discussed at gcc summit, the following 2 DFP conversion tests
failed with libdecnumber. This patch enables them unconditionally so
that people will know when libdecnumber is fixed.
