This removes the bunch of -Wxxx flags that are currently passed to link
gnatbind, by replacing $(ALL_CFLAGS) with $(CFLAGS) as is done for gnat1.
This (marginally) helps during LTO bootstrap.
Tested on i586-suse-linux, applied on the mainline and 4.6 branch.
