this looks strange.  Something like

  cost = seq_cost (seq, speed);
  if (MEM_P (rslt))
    the current code;
  else
    cost += rtx_cost (rslt, SET, speed));

would make more sense to me (if I understand correctly what you are
trying to achieve).
