[Ada] Update run-time files to GPLv3

This patch moves most remaining GNAT run-time files to GPLv3 run-time license,
and also gradually remove the old name GNARL which is no longer used, in
favor of simply GNAT.

Tested on x86_64-pc-linux-gnu, committed on trunk
