[PATCH] PR c++/69462: Provide FLT_EVAL_METHOD and DECIMAL_DIG in float.h.

The attached patch (written by Jonathan, not me) makes
FLT_EVAL_METHOD and DECIMAL_DIG available in C++-11 as they should
be.
