This is a very silly error, but only shows up when
!_GLIBCXX_USE_SENDFILE so I missed it.

	PR libstdc++/71038
	* src/filesystem/ops.cc (do_copy_file): Fix backwards conditions.
	* testsuite/experimental/filesystem/operations/copy_file.cc: New test.

Tested x86_64-linux and x86_64-freebsd10, committed to trunk.
Backports to follow.
