On system with 'ar' and '${CHOST}-ar' the latter is preferred.
as it might not match default 'ar'.

This was subsumed by David Edelsohn's patch to libcpp and libdecnumber
which does effectively the same thing.

Agreed. It was also mentioned in
https://gcc.gnu.org/pipermail/gcc-patches/2020-May/546756.html
