Subject: [COMMITTED] bpf: add pseudo-c asm dialect for "nop"

The define_insn "nop" was missing a template for the pseudo-c dialect,
so the normal syntax was unconditionally emitted.

Tested on bpf-unknown-none, committed as obvious.
