The updated patch has added fp to i8mm 'also enable' list.
And i8mm and bf16 are added to the disabling lists of nofp and nosimd.
Also removed unnecessary checking of flags.

The tests are updated with several new cases to show nofp and nosimd 
working properly for i8mm and bf16.
