I like this.

I'd prefer to omit "with SVN" (which will make the migration easier in 
case we switch version control systems at some point in the future) and
would omit the two occurrences of "you should", but these are only two
minor nits.  Thanks for the patch!

Should as in RFC lingo, yes.  Do you have a proposal on how to improve
wording of this page, Paul (or Mark)?  We want our documentation to be
as clear as possible.

It would be nice to have the audit trail of who ultimately approved  
the change, as I don't think otherwise there is any indication on any  
of the gcc lists of who it was, that's all.

Also, not all people that have access have permission (last I knew).
