Subject: [testsuite]: Skip tests for targets with int < 32 bits

This patch fixes testsuite failures because the testcases assume
sizeof(int) >= 4.

	* gcc.c-torture/compile/pr49029.c: Add dg-require-effective-target
	int32plus
	* gcc.c-torture/compile/pr49163.c: Ditto.
