Subject: [PATCH 1/3] Factor out jobserver_active_p.

Patch can bootstrap on x86_64-linux-gnu and survives regression tests.

Ready to be installed?

gcc/ChangeLog:

	* gcc.cc (driver::detect_jobserver): Remove and move to
	jobserver.h.
	* lto-wrapper.cc (jobserver_active_p): Likewise.
	(run_gcc): Likewise.
	* jobserver.h: New file.
