I note doc/install.texi says that gcc uses "ISL Library version 0.15,
0.14, 0.13, or 0.12.2". This patch breaks the build with 0.12.2 (a
subset of errors below), but seems fine with 0.14. I haven't tested
0.13. Do we want to update install.texi ?
