Synchronize gcc/common.opts and gcc/doc/invoke.texi w.r.t -fabi-version, and
correct -fabi-compat-version from ABIv11 to ABIv13, since it was changed in
a37e8ce3b66325f0c6de55c80d50ac1664c3d0eb
