Patch to mirrors.html

[Timothy Bedding]

This change renames two FTP servers
(ftp.grolier.fr to ftp.club-internet.fr,
ftp.lab.kdd.co.jp to ftp.kddilabs.jp)
adds contact addresses for many mirrors
and uses the format user at isp dot com
for existing contact addresses.

mirror as releases only; removing one EGCS reference; removing an excess
trailing / from one URL).
