This patch constifies some more functions. Of those, the functions
true_dependence and canon_true_dependence take a function pointer
parameter that was constified as well. Since that required touching all
functions passed into it, in addition to constifying an rtx parameter I
also changed ints to bools. I.e. the function pointer passed to
true_dependence went from int(*)(rtx,int) to bool(*)(const_rtx,bool).
I also zapped two -Wcast-qual warnings in the java dir that I somehow
missed in my last sweep. So I've cc:ed the java-patches list.
Tested on sparc-sun-solaris2.10, no regressions. Installed.
