This patch introduces const_basic_block and const_edge typedefs, and I
constified a bunch of places.  I also managed to zap one of the
remaining -Wcast-qual warnings:

 > cfgloop.c:800: warning: cast discards qualifiers from pointer target type

Bootstrapped on sparc-sun-solaris2.10, no regresions.  Installed.
