Are these in fact required for 3.2, or just for mainline?

When are we going to get the collection of GNAT binaries (GCC 3.1 or
later) for various systems (including any not supported by ACT for which
users contribute binaries) that was promised for the "libre site" a long
time ago (e.g. <http://gcc.gnu.org/ml/gcc/2001-02/msg01233.html>)?  If
already there, they should be linked from the Binaries section of the
manual.

According to ada/8560, it's required for 3.2, too.

As far as I can tell, no such binaries have been released.  I believe
that in the current state of the FSF GNAT sources, ACT doesn't want to
be too closely associated with them. *sigh*

This is not true. The main force to remove any mention of ACT from the
code and documentation came from others, including Joseph.
I will see what the situation is with the binaries at libre.act-europe.fr.

I can fully understand if you do not want to release binaries at this
stage, although I regret it.

(The maintainership issue is completely unrelated.)
